Illustration for How to Write a Civil Service Personal Statement (With a Structure That Works)

What the panel looks for in a Civil Service personal statement, a criterion-by-criterion structure you can reuse, an example of strong evidence and a checklist before you submit.

Many Civil Service adverts ask for a personal statement, sometimes called a statement of suitability. It is scored as carefully as the behaviour statements, often against a word limit of 250 to 1,250 words, and it is where most applications lose marks without realising it.

This guide shows what the panel is looking for and gives you a structure you can reuse for any advert.

What the personal statement is for

The personal statement is how the panel assesses your experience against the advert's essential criteria: the list under "Essential criteria" or "Person specification". It is not a cover letter and not a summary of your CV. The panel reads it with that list next to them and asks one question per criterion: has this candidate shown me evidence that they meet it?

A criterion you give no evidence for usually scores nothing, however strong the rest of the statement is. So the structure follows the criteria, not your career.

A structure that works

  1. One or two opening sentences on who you are and why this role. Keep it short; it is not scored on its own.
  2. One paragraph per essential criterion, in the advert's order. Start each paragraph by naming the criterion in the advert's words, so the panel can tick it off, then give one concrete example: the situation, what you did, and what came of it.
  3. Desirable criteria, if you have room and evidence for them.
  4. No closing summary. Every word you spend repeating yourself is a word not spent on evidence.

For a 750-word statement with five essential criteria, that is roughly 50 words of opening and 130 to 140 words per criterion.

What good evidence looks like

Compare these two sentences for the criterion "Experience of managing a caseload to deadlines":

  • "I have extensive experience of managing a busy caseload and always meet my deadlines."
  • "In my current role I manage around 40 benefit claims a week. When a colleague's long-term absence doubled my caseload for two months, I triaged the claims by deadline and vulnerability, agreed with my manager which routine checks could wait, and cleared the backlog with no missed statutory deadlines."

The first could be about anyone. The second shows the scale, what you did and the result, which is exactly what the panel can score. Use numbers where you have them, write in "I", and pitch the example at the grade: an EO statement shows you organising your own work and improving a process; a Grade 7 statement shows you leading a team or a programme.

Checklist before you submit

  • Every essential criterion has its own paragraph and one concrete example.
  • The criteria are in the same order as the advert.
  • You used the advert's words for each criterion.
  • Each example has a result.
  • You are under the word limit. Copy the statement into the online form before the deadline to check.
  • Nothing is generic, copied or invented. The Civil Service guidance on AI allows AI to help you present your real experience, not to write it for you.

Writing it faster

The hardest part is finding the right example for each criterion. The Civil Service application writer reads the essential criteria from the advert, matches each to your CV, asks you about any criterion your CV gives no clear example for, and writes the personal statement criterion by criterion within the word limit, along with behaviour statements for the behaviours the advert names. Anything it does not know stays in [brackets] for you.

If the advert also assesses behaviours, read Civil Service Success Profiles explained to see how those statements are scored.
